This was then operationalized by the Regulation Amending the Implementing Regulation of Law No. 6306, published in the Official Gazette (No. 33158) on 4 February 2026, which restructured the procedural rules and put the simple-majority system into actual practice.

What the New “P+1” System Means

Under the new rules, decisions affecting a parcel with a risky building — demolition, rebuilding, choosing a contractor, or a sale — can now be taken by a simple majority based on ownership shares.     • Ev sahibi veya bir yakınının aramada bulunması gerekir. Ev sahibi yoksa, komşu veya muhtar gibi bir kişi aramaya tanık olarak çağrılmalıdır.

İNFAZDA ÇAĞRI KAĞIDI NEDİR VE YAKALAMA EMRİ

Yakalama emri : Madde 19- (1) Hükümlü, hapis cezası veya güvenlik tedbirinin infazı için gönderilen çağrı kâğıdının tebliği üzerine on gün içinde gelmez, kaçar ya da kaçacağına dair şüphe uyandırırsa, Cumhuriyet savcısı yakalama emri çıkarır.

Hakkında yakalama emri çıkarılan hükümlünün yakalanabilmesi amacıyla gerektiğinde konutta, işyerinde ve kamuya açık olmayan kapalı alanlarda arama yapılabilmesi bakımından Ceza Muhakemesi Kanununun 119 uncu maddesi hükümleri uygulanır. Hâkim tarafından verilecek arama kararları sulh ceza hâkimi tarafından verilir.

5275 Sayılı Ceza ve Güvenlik Tedbirlerinin İnfazı Hakkında Kanun’un 19. Maddesi, infaz süreçlerinde çağrı kağıdı ve yakalama emri düzenlenmesini açıkça düzenler. Bu maddeye göre:

İstinaf

Madde 272 – (1) İlk derece mahkemelerinden verilen hükümlere karşı istinaf yoluna başvurulabilir. Ancak, onbeş yıl ve daha fazla hapis cezalarına ilişkin hükümler, bölge adliye mahkemesince re’sen incelenir.

c) Kanunlarda kesin olduğu yazılı bulunan hükümlere,
